সাম্প্রতিক আকস্মিক বন্যায় ক্ষতিগ্রস্ত কিশোরগঞ্জের হাওরাঞ্চলের কৃষক পরিবারগুলোর পাশে দাঁড়িয়েছে স্বনামধন্য উন্নয়ন সংস্থা পিপলস ওরিয়েন্টেড প্রোগ্রাম ইমপ্লিমেন্টেশন (POPI)। বন্যায় ফসল, গবাদিপশু ও বসতঘরের ব্যাপক ক্ষয়ক্ষতির ফলে বিপর্যস্ত হয়ে পড়া মানুষের জন্য সংস্থাটি গত ১৩ মে থেকে জরুরি মানবিক সহায়তা কার্যক্রমের প্রথম ধাপের বিতরণ শুরু করেছে। এরই ধারাবাহিকতায় গত ১৯ মে দ্বিতীয় ধাপের বিতরণ সম্পন্ন হয় এবং আজ ২০ মে-ও হাওরাঞ্চলে এই বিতরণ কার্যক্রম পুরোদমে চলমান রয়েছে।
“আকস্মিক বন্যায় ক্ষতিগ্রস্ত মানুষের জন্য জরুরি মানবিক সহায়তা প্রদান প্রকল্প (ALERT-B072)” শীর্ষক এ কার্যক্রমের আওতায় কিশোরগঞ্জের ইটনা ও অষ্টগ্রাম উপজেলার মোট ১,২২৫টি ক্ষতিগ্রস্ত কৃষক পরিবারকে এই প্রত্যক্ষ সহায়তা প্রদান করা হচ্ছে। প্রকল্পের আওতায় ইটনা উপজেলার মৃগা, জয়সিদ্ধি, ধনপুর ও বাদলা ইউনিয়ন এবং অষ্টগ্রাম উপজেলার আবদুল্লাহপুর ও পূর্ব অষ্টগ্রাম ইউনিয়নে এই ত্রাণ সামগ্রী ও নগদ অর্থ পৌঁছানো হচ্ছে। ক্ষতিগ্রস্ত পরিবারগুলোর জন্য বহুমুখী নগদ সহায়তা হিসেবে প্রতি পরিবারকে ৬ হাজার টাকা প্রদান করা হবে। এছাড়া ক্ষতিগ্রস্ত গবাদিপশুর জন্য ১০০ কেজি (২ বস্তা) গো-খাদ্য এবং প্রতিটি পরিবারকে ১২ × ১৫ ফুট আকারের একটি করে উন্নত মানের ত্রিপল বিতরণ করা হচ্ছে।
এবারের মানবিক সহায়তার সবচেয়ে উল্লেখযোগ্য বৈশিষ্ট্য হলো এর অনন্য ও স্বচ্ছ নির্বাচন পদ্ধতি। কোনো ধরনের পক্ষপাতিত্ব ছাড়া প্রকৃত ক্ষতিগ্রস্ত ও সবচেয়ে বেশি পাওয়ার যোগ্য ব্যক্তি যেন এই সহায়তা পান, সেজন্য একটি সুনির্দিষ্ট ও স্বচ্ছ প্রক্রিয়ার মাধ্যমে স্ক্রিনিং করা হয়েছে। এই নির্বাচন প্রক্রিয়াটি কয়েকটি ধাপে সম্পন্ন হয়: কমিউনিটি পরামর্শ সভা: শুরুতেই সংশ্লিষ্ট এলাকার স্থানীয় বাসিন্দাদের সাথে 'কমিউনিটি কনসালটেশন মিটিং' বা পরামর্শ সভার আয়োজন করা হয়। যোগ্যতার সূচক নির্ধারণ: এরপর স্থানীয় বাস্তবতার নিরিখে ক্ষতিগ্রস্ত কৃষক পরিবার বাছাইয়ের সুনির্দিষ্ট ক্রাইটেরিয়া বা সূচক নির্ধারণ করা হয়। ১৪৬ সূচকে বিস্তারিত জরিপ: নির্ধারিত সূচকের ওপর ভিত্তি করে ১৪৬টি 'টুলবক্স ইন্ডিকেটর' ব্যবহার করে প্রতিটি খানা বা পরিবারে (Household Survey) বিস্তারিত জরিপ চালানো হয়।
জরিপ থেকে প্রাপ্ত তথ্যের আলোকে 'ভালনারেবিলিটি ইনডেক্স' বা ঝুঁকির মাত্রা বিশ্লেষণ করে সবচেয়ে ঝুঁকিতে থাকা প্রান্তিক কৃষকদের তালিকা প্রস্তুত করা হয়। চূড়ান্ত স্বচ্ছতা নিশ্চিত করতে এই তালিকাটি স্থানীয় সর্বসাধারণ, স্থানীয় সরকার প্রতিনিধি এবং উপজেলা প্রশাসনের যৌথ যাচাই-বাছাই ও অনুমোদনের মাধ্যমে চূড়ান্ত করা হয়। স্থানীয় প্রতিক্রিয়া ও প্রভাব সংশ্লিষ্ট কর্মকর্তারা জানান, এই বহুমাত্রিক সহায়তা ক্ষতিগ্রস্ত হাওরবাসীর জরুরি খাদ্য নিরাপত্তা নিশ্চিত করা, আগামী ফসলের বীজ সংগ্রহ, গবাদিপশু রক্ষা এবং অস্থায়ী আশ্রয়ের ব্যবস্থা করতে গুরুত্বপূর্ণ ভূমিকা রাখবে। ত্রাণ নিতে আসা প্রান্তিক কৃষকরা জানান, সম্পূর্ণ ডিজিটাল ও পক্ষপাতহীন পদ্ধতিতে নির্বাচিত হয়ে এই দুর্যোগের সময়ে নগদ টাকা ও গো-খাদ্য পেয়ে তারা অত্যন্ত উপকৃত হয়েছেন। উল্লেখ্য, প্রকল্পটি স্টার্ট ফান্ড বাংলাদেশ -এর সহায়তায় বাস্তবায়ন করছে POPI। আন্তর্জাতিক এই তহবিলে যৌথভাবে আর্থিক সহযোগিতা প্রদান করছে UK Aid, Sida (Sweden), Ministry of Foreign Affairs of the Netherlands, Jersey Overseas Aid (JOA) এবং Hilton Foundation।

POPI’s Emergency Humanitarian Initiative to Assist Farmers Affected by Flash Floods: Use of Transparent Processes and Technology in Identifying the most vulnerable group of the community
The renowned development organization Peoples Oriented Program Implementation (POPI) with the support of START Fund Bangladesh has stepped forward to support the farming families of the haor region in Kishoreganj, who have been severely affected by the recent flash floods. To support the people devastated by widespread damage to crops, livestock, and households, the organization commenced the first phase of its emergency humanitarian assistance distribution on May 13. Following this, the second phase of distribution was completed on May 19, and the distribution process remains fully operational in the haor areas today, May 20.
Under this initiative, titled "Emergency Humanitarian Assistance Project for People Affected by Flash Floods (ALERT-B072)," direct aid is being provided to a total of 1,225 affected farming families across the Itna and Ostagram upazilas of Kishoreganj. The relief materials and cash assistance are being delivered to Mriga, Joysiddhi, Dhonpur, and Badla unions in Itna upazila, as well as Abdullahpur and Purba Ostagram unions in Ostagram upazila. As multipurpose cash assistance, BDT 6,000 is being provided to each affected family. Additionally, 100 kg (2 bags) of cattle feed for affected livestock and one high-quality 12 × 15-foot tarpaulin per family are being distributed.
The most notable feature of this humanitarian assistance is its transparent, multi-stage selection process designed to unbiasedly identify the most deserving marginal farmers. The process began with local community consultation meetings to establish specific eligibility criteria based on regional realities, followed by a detailed household survey utilizing 146 toolbox indicators. By analyzing the resulting data, a Vulnerability Index was generated to compile a preliminary list of the most vulnerable families. Finally, to ensure absolute transparency, this list was verified and endorsed through a joint collaboration involving the local community, government representatives, and the upazila administration.
Local Response and Impact Concerned officials stated that this multidimensional support will play a crucial role in ensuring immediate food security for the affected haor residents, collecting seeds for the next crop cycle, protecting livestock, and arranging temporary shelter. Marginal farmers receiving the relief expressed that they have benefited immensely from receiving cash and cattle feed during this crisis, having been selected through a completely digital and unbiased system.
It is noteworthy that the project is being implemented by POPI with support from START Fund Bangladesh. Financial assistance to this international fund is jointly provided by UK Aid, Sida (Sweden), the Ministry of Foreign Affairs of the Netherlands, Jersey Overseas Aid (JOA), and the Hilton Foundation.
Implemented through the integration of modern technology, precise indicators, and local administration during a period of disaster, this humanitarian initiative has been widely praised by both the administration and the general public. It continues to play a highly effective role in mitigating the suffering of the affected people in the haor region.
